 networks in knowledge exchange\, advocacy\, research and capacity building
  processes can be meaningful and beneficial\, drawing on lessons learned f
 rom the UCLG and GTF universe.City networks and associations serve as cata
 lysts for change by facilitating collaboration and exchange among local an
 d regional governments\, fostering policy discussions among political lead
 ers\, and connecting them with academic and international partners with sh
 ared goals and challenges. Over the last decades\, many local government a
 ssociations\, as well as UCLG\, have changed their activities\, amplifying
  services\, connecting to programs\, initiatives and networks that used to
