The world faces unprecedented challenges: ongoing conflicts, the triple planetary crisis, rising inequalities, and the erosion of trust in democratic institutions. In this context, Local and Regional Governments (LRGs) are leading the way in implementing the Agenda 2030 and all the global development agendas, turning global commitments into tangible local outcomes through universal local public service provision.
With the 2030 Agenda entering its final stretch, multilateralism is being tested at a crucial moment as negotiations for the post-2030 development framework unfold. This critical moment calls for our constituency to consolidate its collective forward-looking policy priorities, ensuring that local solutions are listened to and integrated both in the completion of the current agenda and the shaping of the next global development cycle. It is also a crucial opportunity to reflect on the future of UCLG itself: how the organization*s decision-making structures, governance modalities, and global presence can be further mobilized to strengthen the voice, influence, and leadership of LRGs in global and multilateral spaces.
This policy debate brings together mayors, governors, and local government representatives to articulate the LRG constituency*s collective approach, anchored in the Local Social Covenant and building on UCLG*s Pact for the Future of Humanity. It is a forward-looking discussion designed to align efforts, share experiences, and demonstrate how local public service provision serves as a strategic lever of collective leadership in global and multilateral spaces, setting the stage for UCLG World Congress and in Tangiers and the post-2030 Agenda negotiations.?
